The American Ambassador presents his compliments to His Majesty's Secretary of State for Foreign Affairs and, under instructions from the Secretary of State in Washington, has the honour to enclose herewith copies of two communications dated August 30th and September 5th, 1916, respectively, addressed to the "overnor General of the Philippine Islands by the Director of Posts at Manila, reporting the action of His Majesty's authorities at HongKong in opening certain mail despatched from Manila to Nagasakin Japan, on July 29th and August 12th by the steamer "YUENSANG". It is stated in the letters that three registered articles are being held by the censors at Hong- kong.
Ifr.Page ventures to bring the matter to the attention of His Majesty's authorities with the request that instructions may be issued to the censors at Hongkong to release the packages in question and to permit them to be forwarded to the addressees.
